Job Description:
The HIV/AIDS Care, Treatment, and Housing Program (CTH) within the Bureau of HIV/AIDS Prevention and Control has several Public Health Epidemiologist II vacancies. These incumbents will be responsible for working with Ryan White Part A funded Community Based Organizations (CBOs), hospitals, and other health facilities who have been awarded contracts to carry out HIV care and treatment services to ensure technical quality integrity of the programs. The Project Officers will be responsible for working closely within DOHMH, master contractor and the funded organizations to develop and implement their projects. Responsibilities of this position include, but are not limited to the following:
1. Provide technical assistance to Ryan White Part A funded organizations in the development and implementation of their programs
2. Perform programmatic monitoring for HIV care and treatment services provided by CBOs/hospitals/health facilities
3. Establish and maintain linkages with CBOs/hospitals/health facilities
4. Assist in the development of scope of services for Ryan White Part A contracts
5. Work closely with and cover, when needed, for other Project Officers
6. Partner with a master contractor to ensure program integrity and to conduct quality assurance activities through medical record abstraction data
7. Review and use performance-based and quality management data for program improvement
8. Liaise with the CTH Public Health Practice and Research and Evaluation Unit to manage and secure all data collected in the field and reviewing data for consistency and completeness.
Preferred Skills:
Must have knowledge of HIV/AIDS. Excellent written, oral and interpersonal skills; ability to handle multiple and diverse assignments. Experience working with professional staff and can handle multiple priorities. Proficient in Microsoft Word, Excel, and PowerPoint. Prior experience with project management activities such as coordination of workshops/trainings, provision of technical assistance, and diplomatic ability to navigate within institutions with different needs.

The Project Officer will report to the Technical Assistance Manager
Experience Required:
1. A Master’s degree in public health or epidemiology from an accredited college or University; or
2. A Baccalaureate degree from an accredited college or university, including or supplemented by eight (8) credits in the physical or biological sciences; or a Baccalaureate degree from an accredited college or university and successful completion of PRINCIPLES OF EPIDEMIOLOGY (#3030-G), a course for health professionals given by the Centers for Disease Control, U.S. Public Health Service; plus one (1) year of full-time paid experience as a health professional in a position which requires the reading and interpretation of hospital medical charts and complex medical information, in order to ascertain the medical condition of patients.
