AED Project Director

The Federally Administered Tribal Area (FATA) Livelihood Development
Program (LDP) is a $150 million initiative by the US Agency for
International Development (USAID) in close coordination and cooperation
with the Government of Pakistan. LDP will improve the lives of the
people who live in the FATA Agencies Bajaur, Mohmand, Khyber, and the
Frontier Region Peshawar with support in the NWFP District Peshawar as
it relates to development in FATA. Assistance is being provided through
a broad range of activities, including employment generation, skills
training for employment, agricultural and agribusiness development,
community infrastructure improvement, small and medium sized enterprise
development.
The project is housed in Peshawar, Pakistan and implemented by a staff
of approximately 75 host country nationals under the direction of a
Chief of Party. AED is working closely with four international partners
and a number of local organizations implementing activities in the FATA
region. AED is responsible for overall program management, team
coordination and for technical inputs into all program components. AED
currently seeks a Project Director overseeing and coordinating home
office support for LDP, including backstopping field activities and the
field office, providing financial oversight, managing contracting and
procurement activities, ensuring the timely submission of program
deliverables, managing US based communications, supervising US based
staff, and coordinating program management and implementation with
US-based international partners.
QUALIFICATIONS: Well qualified candidates will have: Master’s in one of
the following or related fields: International Development and
International Economics required or equivalent combination of education
and work experience; 11 year(s) of relevant experience required. Strong
experience managing USAID or USG contracts or cooperative agreements for
large international donor activities with specific emphasis on market
driven local economic development, livelihoods development, market
and/or enterprise development, skills development and youth employment,
or related areas. Experience providing effective management for large
overseas projects involving multiple partners and activities as well as
large host country national staff.
Demonstrated success at building and maintaining strong, positive
relationships with a variety of clients in relation to highly visible
and potentially politically important activities. Demonstrated success
providing effective oversight for large scale project financial
administration, contract compliance, and meeting deliverable
requirements. Demonstrated sound judgment relating to the implementation
of security procedures and guidance. Experience implementing activities
in volatile conflict or post-conflict contexts and experience
implementing activities in south Asia, preferably Pakistan or
Afghanistan, highly desirable. Supervise approximately six individuals
in the home office and indirect supervision and support for a field
office. May require approximately 20% of time on international travel.
Work while not on travel will be expected to be accomplished at AED’s
