PROGRAM OFFICER – HIV/AIDS CLINICAL SERVICES PROGRAM

The IntraHealth Program Officer for the Rwanda HIV/AIDS Clinical Services (HCSP) bilateral Program is responsible for providing program planning, monitoring and evaluation and reporting support to a large country program in Rwanda, working as the program liaison with the Chief of Party (COP) located in the Kigali, Rwanda office. The Program Officer serves as a team member of the HCSP Senior Team, working in close collaboration with all team members. S/he reports routinely to the COP, however, s/he also works closely with the Deputy Chief of Party for Technical Services on required USAID Rwanda PEPFAR reporting, work plans, proposals and technical presentations. The Program Officer may supervise graduate interns or other support staff as designated.

Essential functions include three core areas:  Program development, management and reporting, monitoring and reporting, and knowledge management/communications.

Program development, management and reporting includes: participating in HCSP weekly senior staff meetings and assisting the team to delegate management and/or technical tasks; serving as the lead staff member in overseeing the development of all annual IntraHealth HCSP PEPFAR work plan and budget documents, including targets and other key reporting details as requested by the COP and the Deputy Director for Technical Services; in collaboration with the COP, Deputy COP and Team Leaders, as well as Chapel Hill-based program staff, respond to all USAID, Tides Foundation “supporting and documenting program models in Sub-Saharan Africa project”, and HCSP reporting needs, including the following: program monitoring, PEPFAR quarterly and annual program reports, Tides quarterly and annual reports, and HCSP quarterly and annual progress reports as outlined in the IntraHealth cooperative agreement. Send via email and hard copies the quarterly and annual progress reports to the MOH, USAID Rwanda, Tides Foundation, IntraHealth HQ and HCSP staff, IntraHealth HCSP Partners, and all key stakeholders; participate in the development of IntraHealth concept papers, proposals, and budgets with IntraHealth home and office staff seeking new funding opportunities based upon USAID Rwanda and MOH technical priorities; serving as the IntraHealth HCSP Palliative Care Activity Manager, overseeing financial activities such as budgeting and cost share, and programmatic activities such as the development of a national palliative care policy, scale-up of national and district-level trainings, and the launch of a pediatric palliative care model center. Participate in the Palliative Care Technical Working Group meetings and other palliative care meetings as requested by USAID and the IntraHealth Rwanda HCSP COP in Rwanda; acting as the IntraHealth HCSP point person in overseeing the Gender Based-Violence (GBV) PEPFAR funded regional project to scale-up sexual GBV services and linkages in health service sites, in collaboration with Population Council, the Health Policy Initiative, and the Ministry of Health. Participate in the PEPFAR SGBV Technical Working Group meetings and other gender meetings as requested by USAID and the IntraHealth Rwanda HCSP COP in Rwanda; develop scopes of work and agendas for consultants and visiting headquarters’ staff as requested by the IntraHealth HCSP COP; develop the IntraHealth HCSP quarterly and annual travel forecast and submit the finalized version to headquarters for approval; participate in technical meetings with USAID, IntraHealth staff and partners, and other key stakeholders as requested by the IntraHealth Rwanda HCSP COP.

Monitoring and evaluation includes: in collaboration with the IntraHealth HCSP Technical Team Leaders and the IntraHealth Monitoring and Evaluation team, set annual project targets with USAID Rwanda and the MOH based upon a detailed understanding and knowledge of indicators for the President’s Emergency Plan for AIDS Relief; supporting monitoring and evaluation efforts with M&E team leader and as requested by USAID Rwanda and the MOH

Knowledge management/communications includes: serving as the IntraHealth HCSP point person for local public relations and communications.  Review and update materials for internal or external publication for accuracy and adherence to USAID guidelines. Participate in all USAID communications meetings; serving as the lead staff member in projecting, planning for, and writing IntraHealth Rwanda HCSP reports, abstracts and other journal reports working closely with all key stakeholders; in collaboration with the IntraHealth HCSP team, develop PowerPoint presentations, posters, and materials for upcoming conferences and workshops. Facilitate poster development with local vendors and in accordance with the USAID communications regulations; collaborating with the IntraHealth HCSP Support Team on the IntraHealth Rwanda HCSP web site to ensure that the site is up-to-date and comprehensive. Train IntraHealth Rwanda HCSP staff on how to maneuver and benefit from SharePoint in order to access documents. Assist the HCSP Rwanda program staff to update the public drive in an organized fashion so that we are sharing documents between different HCSP team members.

Education and experience requirements include a Masters degree in Public Health or related field preferred with a minimum of 3 years of program support experience;  or an equivalent combination of education and experience; at least two years of resident field experience, preferably in Francophone Africa ; USAID/President’s Emergency Plan for AIDS Relief (PEPFAR) experience required; working knowledge of international health and development required; general knowledge of HIV/AIDS technical terms and programs; ability to develop and monitor performance monitoring plans; ability to develop work plans and budgets to support them; substantial experience in report writing and documentation; experience in working with information search/retrieval systems; knowledge of worldwide PEPFAR indicators required; excellent computer skills including Microsoft Word, Excel and PowerPoint required; excellent oral and written communication skills in English required; fluency in French and English required; background in literature, journalism, or communication sciences preferred; ability to juggle and prioritize multiple tasks; proven team player with strong interpersonal skills
