Program Manager
The Program Manager provides Chapel Hill based program management and technical support to projects and activities. The Program Manager provides oversight to ensure that those project/activities achieve excellence in design, implementation and high quality results and deliverables. The Program Manager works closely with the respective field leaders to ensure that the necessary programmatic and technical inputs to meet donor and key stakeholder expectations are met. The Program Manager travels internationally approximately 25% time to provide program management and technical assistance as required. S/he may support two-four projects/activities.S/he may supervise Chapel Hill-based Program Specialist(s) and/or a Program Officer(s). S/he reports to the Director of HIV/AIDS Programs, HRH Programs and/or the MNCH-FP Program Director, depending upon the content area of the project and activities which s/he is supporting.
Essential functions include: provides program management and technical assistance for project start-up, implementation and close-out; ensures that the project design is sound, that country level results are clearly articulated and routinely monitored; Liaises with other program, technical and foundations systems staff in Chapel Hill to ensure that organizational resources are mobilized and that project strengths and lessons learned are well documented and contribute to the growth of IntraHealth core technical competencies and core identity; works with the country level staff to ensure the visibility of the project(s) to internal and external audiences, highlighting technical and programmatic innovations and strengths in support of IntraHealth’s communication strategy (including web updates, technical and program briefs); fosters linkages and information sharing between the country level project office and other IntraHealth offices; provides information about the project(s) for Chapel Hill staff, US-based partners and sub-contractors, USAID/Washington, CDC/Atlanta, other cooperating agencies or projects and/or other donors, as needed; works with country level staff to develop technical work plans, review technical reports and materials and assist with program and technical staff recruitment; ensures that the country level project and or activity receives the needed financial and administrative support from HQ, stays within its budget, and follows required USAID, IntraHealth and project policies and procedures; leads in drafting technical and program SOWs for in country visits and in gaining mission approval.; ensures quality of work and timely deliverables; assists in identifying technical assistance and in problem solving, as needed; assists with the development of a project cost share strategy and assists country staff with its implementation and oversight.
Education and experience requirements include: Masters Degree in Public Health or related domain preferred plus 5 years experience; or Bachelor’s degree plus 7 years of experience; At least two of those in a resident position in a developing country preferred; Demonstrated experience in project management with USAID (or CDC) or a USAID (or CDC) funded project, including work plan development and management, budgeting and financial management, USAID rules and regulations, and project and financial reporting; Demonstrated experience in and broad based technical knowledge of health care and related social issues in HIV/AIDS prevention, treatment and/or care and support, family planning, maternal and newborn health and reproductive health and/or human resources for health; Experience in monitoring and evaluation a plus; Ability to support multiple projects, setting deadlines and monitoring activities of self and others diplomatically; Exceptionally organized, detail oriented and proven ability to work in cross-cultural settings; Fluency in English required; proficiency in a second language preferred; Excellent writing skills and computer literacy in Word, Excel, PowerPoint and Adobe; Experience developing abstracts and concept papers and presenting power point presentations.
