JOB DESCRIPTION:
The Office of Policy and Planning in New York City Department of Health and Mental Hygiene (DOHMH) seeks a Program Analyst to serve as the liaison to DOHMH’s Division of Mental Hygiene. Reporting to a unit supervisor, the analyst will collect, organize, and analyze data in order to evaluate existing MH programs and administrative practices, and assist in the development of new programs and practices. The analyst will also be responsible for working with Division program managers to coordinate and improve processes, including a quarterly review of performance measures. Finally, the analyst will help develop analyses of costs and funding sources for MH programs. DOHMH is a recognized leader and innovator in public health and mental hygiene services nationally and internationally. The Office of Policy and Planning is part of DOHMH’s Division of Finance and Planning (F&P), which has central responsibility and authority for policy analysis, program development, performance tracking and improvement, financial management, resource maximization, and technical assistance. Policy and Planning works with programs throughout the Department to ensure that they have the information, analysis, funding and technical capacity to deliver critical services effectively. PREFERRED SKILLS:
Policy and Planning values motivated, energetic individual who are committed to achieving excellence in public health and mental hygiene services and have the analytical, interpersonal, communication and problem-solving skills necessary to achieve that excellence. The Program Analyst will be required to conduct specialized fiscal, legislative, and/or program analyses and must be able to summarize analytical results in memos, data tables, and reports for use by senior Department decision-makers. As a result, the selected candidate should have: strong oral, writing, and analytical skills; ability to make effective verbal and written presentation of analytical results; ability to work with Microsoft Word and Excel; and a demonstrated ability to work collaboratively with peers and senior staff. Preferred candidates will have demonstrated some subset of the following: understanding of and interest in Mental Health issues and policies (e.g. substance abuse, Early Intervention, supportive housing); expertise in program development/implementation, budget analysis, legislative review, program evaluation, and/or health economics; prior experience using statistical analysis software packages (such as: SAS, SPSS or STATA); proven abilities in the area of process redesign/improvement; prior experience implementing or using performance management systems for organizations.

QUALIFICATION REQUIREMENTS: 1.
