Service Delivery and Research Manager
Background:
While the majority of the work NFPRHA undertakes focuses on federal policy advocacy, there is a critical segment of work that needs to be addressed simultaneously because of its linkage to the ultimate success of a national family planning program — a focus on the actual services being provided in health centers around the nation.

Since the inception of the federal funding programs that fuel family planning, few have taken a critical look from the providers’ perspective and more importantly, through a lens that is set to capture what have been or are working in service delivery throughout decades when more people need services and the funds are not adequate to meet the need.

Basic Functions:
Responsible for providing NFPRHA’s service delivery and research analysis to assist the organization in achieving its goals on Capitol Hill and with relevant federal agencies and providing a proactive agenda to engage and address challenges facing the association’s members.

Responsibilities: This position will be responsible for “digging deeper” with our members to understand their core needs and challenges, moving beyond a model of member-generated inquiries to a proactive agenda and course of work which NFPRHA will undertake. This position will be charged with the following:

  • Assists NFPRHA members on a range of state and national issues — sets priorities for policy research to ensure NFPRHA tracks trends and future challenges that impact the family planning environment
  • Conducts environmental scans at appropriate intervals and performs analysis of key family planning service delivery issues to inform the policy work through member-based research, and in collaboration with coalition partners
  • Establishes and executes a research agenda in conjunction with the Director of Public Policy, to identify data and information needs that would be effective for educational efforts with Members of Congress, including surveying of the membership and accompanying analysis
  • Program planning in coordination with Membership Manager around the annual, National Conference, annual member summit and other educational opportunities for members such as monthly conference calls as well as in publications
  • Provides support for membership initiatives, in conjunctions with the Policy Department, including scheduling of meetings and administrative support
  • Staff lead to Service Delivery Advisory Group
  • Develops alliances to enable NFPRHA to partner and conduct larger research efforts
  • Represents NFPRHA at Washington-based research briefings that affect our policy and membership work

Reporting:
This position will reside in NFPRHA’s Membership Team and will work in conjunction with the Membership Manager. The position will report to the Policy Director for content direction and to the Senior Vice President as part of the Membership Team.

Qualifications:

  • Experience working at a health care center in a frontline or administrator capacity
  • Minimum two years public policy experience
  • Strong research/writing skills, familiarity with statistical software
  • Success in the planning and implementation of time sensitive work
  • Experience working across multiple functions (i.e. communications, fundraising, etc.) to meet common objectives
  • Experience anticipating and identifying potential problems or challenges and taking proactive steps to address them
  • Ability to think of creative solutions to problems — comfortable trying new tactics or strategies
  • Excellent and well-developed interpersonal skills
  • Ability to travel occasionally
