IntraHealth International, Inc. is currently recruiting for a Monitoring and Evaluation (M&E) Specialist based in Kampala, Uganda. The purpose of the M&E specialist position is to assure the availability and application of high quality data in order to assess the progress and outcomes of the project and inform the projects’ decision making in a timely fashion. The M&E specialist will provide leadership in attaining the project’s goal of increasing the use of high quality reproductive health, family planning and child survival services at the facility and community levels in selected districts of Uganda.

Primary Responsibilities

The M&E Specialist develops clinic and community-based reporting systems, indicators for BCC, training and improved enabling environment, as well as indicators for the expected global results. S/he will also oversee country level monitoring and reporting to the Mission or (as necessary) USAID/W through the Country Operational Plan. S/he is responsible for ensuring the development and/or updating of monitoring and evaluation guidelines, tools and systems for use by IntraHealth and its partners, and ensures adequate quality control in all aspects of M&E from data collection to results’ reporting. The M&E Specialist supervises the M&E support staff, as well as oversees consultants and organizations subcontracted to provide operations research or M&E services.

Education/Experience requirements

Position requirements include: A Masters or PhD degree in a Social Science, Public Health, or Statistics; 8 years of applied skills in designing, implementing, monitoring and evaluating activities and special studies for RH/FP or related programs; firm command of M&E issues with respect to special populations of interest; experience supervising M&E efforts for multi-country, multi-faceted programs. The candidate must have demonstrated analytical skills and experiences to identify and evaluate best practices to be utilized by the project; demonstrated experience in quantitative data analysis and data management; proficient in the use of computer software (databases, statistical and presentational); experience in developing data collection instruments; knowledge of USAID monitoring and evaluation methods and procedures; excellent verbal and written communication skills in English; proficiency in local Ugandan language preferred; experience working on M&E for USAID funded programs preferred; experience designing and conducting research projects preferred.
