Program Specialist V – State Women’s and Perinatal Health Coordinator (Office of Program Decision Support; Closing April 24, 2009)
Job Description: Monitors the development of best practices and trends in women’s and perinatal health at a national level. Serves as the statewide contact for perinatal and women’s health knowledge and information which includes providing consultative and technical support to DSHS staff, community organizers, professional groups, and the general public. Promotes best practices on issues related to women, pregnant women, new mothers, and their infants by overseeing the implementation of best practices and ensuring the dissemination of current information. Collaborates with internal and external partners to implement breastfeeding promotion activities. Prepares and reports on Title V activities that address women and infants. Develops policies and programs designed to meet the unique health challenges and needs of women and infants through Texas and assure access to appropriate, high quality health services and information. Identifies collaborative opportunities across administrative boundaries by addressing issues, such as chronic disease and injury, healthy lifestyles, and health disparities to assure positive health outcomes for women before, during, and after pregnancy. Reviews legislation and policies specific to women’s and infant health.

Program Specialist VI – Title V Block Grant Administrator (Office of Title V and Family Health; Closing April 22, 2009)
Job Description: Under the general direction of the Director of the Office of Title V and Family Health (OTV&FH), performs highly responsible duties to administer the statewide Title V Block Grant and to develop planning tools, systems, and processes designed to monitor and evaluate program performance and related fiscal activities for the Title V-funded programs. Works with considerable latitude using both initiative and independent judgment to coordinate and oversee the development and submission of the annual Title V Block Grant Application and Annual Report, including the five-year needs assessment. Works with the State Title V Director to set priorities and provide direction to Family and Community Health Services (FCHS) Division Assistant Commissioner and section/unit managers to carry out the mission of Title V programs and the Division. Reviews existing TitleV-funded programs and when needed, develops new guidelines and procedures to monitor compliance with state and federal guidance. Assists the State Title V Director in planning Title V budget operations and monitoring expenditures. Prepares documents, papers and briefings for the State Title V Director and the FCHS Division Assistant Commissioner. Manages and coordinates design and implementation of time-limited planning projects and processes. Tracks and provides reviews and comments on legislation, rules and plans. Consults and acts as a liaison between the Department of State Health Services (DSHS), FCHS Division, the federal Maternal and Child Health Bureau, DSHS public health regional offices, and other public and private stakeholders regarding state and local projects.

Job Description: Performs complex project management and oversight of statewide Title V-funded population-based maternal and child health services, including activities developed with the Promotor(a) or Community Health Worker Training and Certification Program. Under the general direction of the Director of Office of Title V and Family Health (OTV&FH), develops and monitors regional activity plans developed with the Health Service Regions and other DSHS programs staff. Works with considerable latitude using both initiative and independent judgment to facilitate the integration and streamlining of systems and processes within OTV&FH to support development of best practices that have direct implications to public health practice. Works with the OTV&FH Director to set priorities and provide direction in support of the mission of the Division for Family and Community Health Services (FCHS) by increasing access to health care through community collaboration, with a focus on prevention. Facilitates alignment and coordination of the OTV&FH activities with other DSHS and HHSC Enterprise organizational units toward common strategic goals and objectives. Develops priorities and standards for achieving goals and directs or oversees evaluation of select activities.
