MATERNAL AND CHILD HEALTH DATA MANAGER

Position Description:
The Maternal and Child Health (MCH) program is seeking a Data Manager to
work at the Office of Public Heath in Metairie, Louisiana. The Data
Manager will work with Senior MCH epidemiologists and program
coordinators/directors to perform linkage and analytic techniques that
make the best use of available data, resources, and technology. The data
manager will be responsible for assisting in surveillance and
epidemiologic activities including the following:

– Maintain appropriate MCH data sets in a central location on the
OPH restricted access network drive. Data will be obtained from the
following programs at minimum: health statistics, including fetal death,
death, birth, and hospital discharge data; Women, Infant, and Child
(WIC) program; STD program; Nurse Family Partnership (NFP) program; and
Pregnancy Risk Assessment and Monitoring System (PRAMS). Additional data
sources will be added as available.
– Coordinate in producing annual MCH data profiles: These profiles
provide data of MCH indicators based on Healthy People 2010 Objectives
at the parish, regional, and state level using vital records and PRAMS
data.
– Participate in data linkages between various data sets such as:
Vital records, Hospital discharge data, Medicaid, WIC, Sexual
Transmitted Disease (STD), NFP, US Census, etc.
– Analyze epidemiologic study and/or survey research data using
advanced statistical techniques.
– Map birth outcomes to define high-risk areas by addresses, zip
codes, parishes, and region.
– Work with the Child Care Health Consultant Program to analyze
the consultant activity reports data and write quarterly reports on
findings.
– Create and update forms/ program databases using MS Access to
enable program staff to enter their data from various MCH surveys.

Qualifications:
Required Skills:
– Education, experience, and/or training equivalent to a Masters
degree in Public Health, Epidemiology, Statistics / Mathematics, or a
related field. Candidates should have strong database skills as well as
statistical and analytic skills.

– Skill in using Microsoft related programs. Knowledge of MS
Access programming to create tables and forms for data entry is
preferred.
– Utilize SAS/SPSS/STATA statistical software for data analyses.
– Know one of the Geographic Information System (GIS) software
packages, such as Arc View or Maptitude, etc.
– Candidates must be detail-oriented, fluent in English, and
possess excellent organizational, oral, and written skills.
