Louisiana Public Health Institute (LPHI) Position Description

Position: Program Coordinator, Policy & Advocacy

The Louisiana Campaign for Tobacco-Free Living (TFL)

Qualifications:

o Master’s Degree in Public Health, Public Administration, Public Policy or related field preferred

o Undergraduate degree required

o Three-five years professional experience, preferably in government relations and/or advocacy and lobbying positions

o Must be willing/able to travel throughout state

o Position can be based anywhere in the state

Position Summary:

The TFL Program Coordinator position is responsible for the assisting the Policy & Advocacy Program Manager in the development, coordination, implementation and evaluation of TFL Policy/Advocacy efforts at the municipal, parish and state levels, with a primary emphasis on municipal and parish activities. This comprehensive plan is to dovetail with that of the overarching TFL program as well as existing grassroots networks. This position will uphold TFL and LPHI values and norms as they are defined by TFL and LPHI Leadership. This position has a direct reporting relationship to the TFL Policy & Advocacy Program Manager.

Duties and Responsibilities:

The main responsibilities of the position include:

I. Policy and Advocacy and General TFL

Meetings and Events

o Attend policy and advocacy meetings (youth, college, municipal,

parish, and state), represent TFL policy interests, and serve as a TFL

Policy & Advocacy liaison when the Program Manager is unable to

attend

o Attend advocacy-related events when required, both with local policy

makers and state legislators (ex. city council meetings and lobbying

days). Work with the TFL Program Manger, Policy & Advocacy and

LPHI Communications team et al to ensure event development,

promotion and success.

Coordination with Program Manager, Policy and Advocacy

o Assist Policy & Advocacy Program Manager in coordinating and

integrating TFL’s policy/advocacy strategies with the Coalition for

Tobacco-Free Louisiana (CTFLA) ; a major component of this will be

ensuring implementation of policy efforts with partners across the

state

o Work with the TFL Policy & Advocacy Program Manager to provide

guidance, both strategic and technical, to TFL Regional Coordinators

in the local/regional advocacy efforts, including activities related to

implementation of TFL policy efforts (ex. LA Smoke- Free Air Act),

awareness building campaign, and strengthening local Smoke-Free

Air Ordinances. This will include assisting with the coordination of

specific workshops and maintaining a general availability for

questions/guidance.

o Work with the TFL Program Manager, Policy and Advocacy to provide

policy/advocacy guidance, both strategic and technical to TFL’s Media

and Communications Working Group.

o Work with TFL Program Manager, Policy & Advocacy to ensure TFL’s

policy/advocacy strategy supports that of national tobacco control

entities (ANR, CTFK, CDC/OSH, etc.)

o Assisting the TFL Program Manger, Policy & Advocacy with the

creation of an annual strategic plan for TFL Policy & Advocacy; plan

should ensure coordination between local and statewide activities,

both internal and external to TFL/LPHI

o Provide support to TFL Program Manager, Policy & Advocacy by

researching policy issues; assisting with development of support

materials; assisting with the development of talking points, calls to

action, and policy updates; and assisting with development of a plan

for disseminating information to TFL and partner networks. These

items will be developed in conjunction with the Media &

Communications team.

Community Development

o Develop and maintain relationships with local (regional coalitions and

grantees), state (CTFLA) and national tobacco control entities (ANR,

CTFK, CDC/OSH, etc.)

o Assisting in the policy/advocacy education of TFL grantees, contracts

and stakeholders

o Responsible for ensuring that all components and efforts within TFL

are policy-focused and that policy & advocacy efforts are effectively

and efficiently implemented in all TFL programs and activities

Administrative

o Maintain regular and ongoing communication with the TFL Program

Manager, Policy & Advocacy to ensure regular TFL Policy &

Advocacy Progress reports are given to pertinent staff (ex. TFL), LPHI

departments (ex. Eval and Communications) and partners (ex. Health

Voluntaries, LCCP etc.)

o Maintain TFL Advocacy files (hard and electronic) that can serve as

both historical archive and resource for other TFL and LPHI Staff and

community

o Maintain regular and consistent reporting to the TFL Program Manger,

Policy & Advocacy, as well as work closely with the nine TFL Regional

Coordinators

II. Policy & Advocacy, Cessation

o Serve as the TFL representative at Louisiana Tobacco Cessation

Consortium meetings

o Responsible for working closely with the Louisiana Tobacco Control

Program on cessation activities and reporting progress on activities to

TFL staff, partners, and grantees

Desired Skills, Knowledge, and Abilities:

1. Ability to think proactively and function independently.

2. Strong interpersonal skills and experience working with individuals and groups

from diverse backgrounds.

3. Strong skills in written and oral communications that allow for accurate

representation of the program to community members; statewide and national

smoking prevention initiatives; and state and local government representatives.

Must excel at communicating persuasively.

4. Experience in formal report writing an asset.

5. Ability to maintain a highly detail-oriented approach while also maintaining an

appreciation of the long-term goals and objectives of the program.

6. Ability to oversee many tasks at once.

7. Knowledge of Louisiana and the nine different regional areas.

8. Ability to work non-traditional hours and travel statewide regularly.

9. Working knowledge of Microsoft Applications, including:

Microsoft Word 7.0

Microsoft Excel 7.0

Microsoft PowerPoint 2000

Microsoft Outlook 2000

Microsoft Publisher an asset
