Contraceptive Access Initiative Manager

The LDH OPH BFH Clinical Services Team seeks a full-time Program Manager for a new statewide Contraceptive Access Initiative (herein referred to as the Initiative) to reduce unintended pregnancy through increased provision of the full range of FDA-approved family planning methods, including highly-effective Long-Acting Reversible Contraception (LARC). The Initiative will seek to engage a wide range of community providers in training, technical assistance, and quality improvement work, as well as to develop and promote policies which support widespread, equitable access to contraception. 

Qualifications:

  • Bachelor’s degree in public health, social work, health related field or another field directly related to duties listed below;
    • Master’s Degree preferred
  • Experience in program design and implementation
  • Experience in project outreach and promotion
  • Experience in quality improvement in a health care setting
  • Experience working with Federally Qualified Health Centers, Rural Health Clinics, and/or other primary care providers
  • Strong organizational, oral and interpersonal communication, and writing skills
  • Competence in the use of Microsoft Office computer programs
  • Willing to travel locally and nationally for job duties

 

Desired Skills, Knowledge, Attitudes:

  • Understanding of women’s reproductive health issues, including and especially the complexities of pregnancy intention and desire, barriers to contraceptive access, the important role of reproductive justice, and health disparities
  • Knowledge of reproductive health care best practices and medical guidelines, particularly the QFP as relates to contraception:
    • Patient-centered care & Shared-decision making
    • Quality counseling and patient education (RLP, MI, Tiered Contraceptive Counseling, Risk Reduction, Teach Back, etc)
    • Contraceptive methods/technology including LARCs
    • Adolescent-friendly reproductive health services
  • Knowledge of Electronic Health Records/Electronic Practice Management
  • Knowledge of FQHC/RHC models, practice, regulation, etc.
  • Strong leadership and management skills
  • Ability to organize, multi-task, prioritize, and delegate appropriately to manage towards aggressive timelines and targets.
  • Ability to solve problems and make decisions effectively.
  • Ability to work independently and manage self towards goals, while being a genuine “team player”
  • Value team-based work and collaboration with both clinical and non-clinical team members.
  • Ability to establish and maintain effective working relationships with community health care providers and agencies to promote and sustain the Initiative

 

Key Responsibilities & Functions:

  • Leadership & Strategic Vision
    • Set a strategic vision and operational plan for increasing contraceptive access through a coordinated statewide initiative, including both short-term and long-range plans
    • Effectively communicates with public health agencies and private organizations at the state and local level with the potential to be strategic partners in promoting contraceptive access
    • Maintains a professional knowledge of elements central to success of the Initiative’s goals
      • evidence-based programs and best practices
      • cultural, social, and behavioral factors that contribute to the issues of unintended pregnancy and contraceptive access
      • health systems and policy reform.
  • Management & Supervision
    • Manage all aspects of Contraceptive Access Initiative, including but not limited to Provider Needs Assessment; Initiative Outreach & Promotion; Provider Recruitment & Retention; Training & Technical Assistance Development and Implementation; Policy Development; Monitoring & Evaluation
    • Develop comprehensive work plan for Initiative with timeline and targets; monitor progress regularly
    • Collaborate with BFH Business Operations Unit to develop and monitor budget
    • Actively identify related funding opportunities to increase sustainability of the Initiative; assist in the preparation of funding applications and reports as needed.
    • Supervise applicable staff, including but not limited to the Data Coordinator and the Training Coordinator.
  • Policy
    • Lead the development of OPH BFH policy proposals related to contraceptive access
  • Relationship-Building & Recruitment
    • Develop and coordinate outreach efforts to increase provider awareness about the initiative, the associated resources, and the need for increased contraceptive access
    • Recruit clinical systems, clinics, providers, and/or other partners to participate in the Initiative
    • Design and coordinate Mini-RFA process for selecting Initiative cohort(s)
  • Contracts
    • Identify contractors for execution of Initiative activities
    • Work with BFH Business Operations to develop scopes of work, RFAs, sole source justification language, etc, as appropriate to execute needed contracts
    • Manage and monitor contractor performance and compliance
