RTI is seeking a Home Office Technical Manager (Francophone), Indoor Residual Spraying Project:
Responsibilities:
• Provides technical assistance for current and anticipated RTI projects supporting malaria control as well as other Center for International Health projects as needed;
• Serves as a technical resource in IRS malaria programming in the overall design of the program, to include environmental assessments, compliance reporting, preparation of spray teams, IEC campaigns, and logistical oversight of the all spray operations to assure compliance to program policies and standards. Assists in the development of the end of spray report evaluation to be submitted to USAID;
• Monitors and reports on progress of each country program on a weekly basis, and keeps track of all actions required in the IRS countdown calendar;
• Participates and leads in the training of spray team supervisors and operators as part of program preparation for IRS;
• Working in collaboration with each country Chief of Party (COP), serves as the home office coordinator to 3-4 IRS country programs. Is responsible for monitoring all aspects of each country program to include technical, operational, financial and administrative aspects of each country. Represents the country program in technical meetings with the client and at other technical forum and meetings;
• Monitors implementation of the country program to include tracking progress of program targets and deliverables, identifying issues that need to be addressed and ensuring that technical and financial reporting requirements are met; keeps RTI IRS project senior management up to date on all project issues and activities;
• Supports the COPs in the development and review of IRS country work plans and program budgets; assures that all resources and assistance is provided to each country COP to include scheduling of appropriate support from the regional office and home office, as needed;
• Finalizes quarterly country reports, and end of spray reports as required under the IRS contract;
• Monitors program performance against program requirements, scope of work, and budget;
• Monitors client satisfaction (USAID and National Malaria Program) and assists the COP in responding to client concerns or needs;
• Reviews budget development and program work plans and identify areas of concern. Assists in monitoring budget consumption and making projections to ensure project is completed within budget;
• Prepares scopes of work and budgets for consultants and subcontractors, as needed and provides follow up for their approval;
• Monitors consultant and subcontractor performance for each country;
• Prepares routine technical reports, newsletters, websites, press releases and other publications;
Requirements:
• Bachelors degree in public health, biology, entomology, environmental sciences or related field plus 6 years of experience in international health or public health OR Masters Degree and 3 years of experience in international or public health;
• Prior experience serving in a long-term resident position or in a home office backstopping or project management role. Must have experience in financial management, human resources, logistics /operations and other administrative tasks;
• Prior experience working on USAID-funded projects and an in-depth knowledge of USAID rules and regulations is required;
• Prior experience writing routine technical reports or proposals;
• Flexibility and ability to handle multiple tasks and work collaboratively with others;
• Ability to interact effectively with all levels of internal and external clients;
• Experience in Africa is preferred;
• Foreign language fluency / working level in French is required;
• Strong oral and written communications skills;
• Strong computer skills: Microsoft Office Applications;
• Willingness to travel frequently
