Senior Technical Advisor, HRH
The Senior Technical Advisor for Human Resources for Health (STA/HRH) provides technical leadership and assistance to global, bilateral and foundation funded projects in multiple countries, primarily in low-resource settings. S/he is also responsible for building the organization’s technical capacity to address the human resources for health crisis. Essential functions include: 1) ensure consistent high quality of HRH technical support, inputs and assistance to programs, 2) build staff capacity and organizational capacity in HRH topics, 3) work collaboratively with HRH advisors on multiple projects in multiple countries, providing technical input as requested.
The STA/HRH leads IntraHealth’s efforts to expand and apply our technical approaches and initiatives in health workforce strengthening with reference to international development in workforce issues that apply to low-resource settings. He/she provides expertise and consultation on HRH issues and travels to assist in project implementation and quality assurance. The STA for HRH works with staff in headquarters and in country offices to ensure that they have HRH knowledge and skills appropriate to the job and that IntraHealth has the capacity to deliver excellent project results.
The Senior Technical Advisor for Human Resources for Health represents IntraHealth HRH work externally. This includes strategizing and planning with staff, donors, partners and colleagues. He/she provides technical leadership on HRH topics and program experience in global health fora.
This position is based in Chapel Hill, North Carolina and is supervised by the Director of Technical Leadership. He/she works closely with senior program managers, other technical leadership staff, and others involved in program design and implementation.
Essential functions include two core areas: Project technical support, design and strategy (60%) and Builds IntraHealth technical capacity (40%).
Project technical support, design and strategy includes providing direct technical assistance to country based staff by establishing regular communication lines and working relationship with key program staff in the central office and in the field; Supports in-country teams in problem-solving and ensuring that SOTA standards in his/her area of expertise are applied; Provides inputs into development of organizational strategies to address the human resources for health crisis and I indentifying priority areas that IntraHealth should be addressing. Assists in securing funding to actualize those priorities; Ensures lessons learned in HRH program development, implementation and evaluation g are captured and disseminated broadly within IntraHealth and through external publication and presentation; Provides substantive expertise to the development of proposals related to health workforce issues including serving as technical lead writer on proposals, seeking appropriate staff or consultants, and providing technical oversight in the quality of proposals; Develops, writes, and reviews documents such as: strategy papers, programmatic reports, articles and presentations and technical briefs. Works in close consultation with other HQ and country-based technical advisors and staff; Represents IntraHealth and provides technical leadership in a variety of international and national fora (working groups, technical consultations, alliances)
Builds IntraHealth Technical Capacity includes regularly reviews international and domestic advances in human resources for health and related issues. Makes recommendations on how to apply the most up-to-date and relevant practices; Provides regular technical updates for Chapel Hill staff via presentations, email, teleconferences etc; Provides updates to field staff as needed, using an array of communication approaches appropriate to specific country settings (e.g. teleconferencing, posting to portal pages or email, travel and one-on-one consultation.); Fosters communication on health workforce-related topics and successes across projects and across countries.
Education/experience requirements includes Advanced degree in a field related to Human Resources for Health (e.g. management, public health or public policy) and a minimum of eight years experience, which should include involvement in several of the following areas: national HRH assessments, workforce policy and planning, human resource development and management, development and deployment of Human Resource Information Systems, leadership development, workforce projections and costing, workforce development programs, performance improvement, delivering or evaluating health professionals’ education, managing health workforce programs at national or international level (or an equivalent combination of education and experience); Experience providing technical assistance in a low-resource setting preferred. Some of this experience with USG-funded projects a plus; Ability to work collaboratively as a team member; Superior interpersonal and intercultural skills (e.g. working with partners in the US, regional and country offices, and in host-countries.); Excellent technical writing skills Excellent oral and written communication skills in English; Fluency in written and spoken English. Working knowledge of French and/or Spanish highly desirable.
