The U.S. Embassy in Luanda is seeking individuals for the position of HIV/AIDS Program Advisor to be placed in the Health Team at USAID Office.
BASIC FUNCTION OF POSITION
The HIV/AIDS Program Advisor will be responsible for the overall management of USAID/Angola’s HIV/AIDS portfolio. Project management duties includes technical leadership as well as effective and efficient oversight and monitoring to ensure that project and program performance, objectives and results are achieved in accordance to work plans and formal agreements. The project management responsibility requires regular contact with implementing partners (both contractors and grantees), Angolan government institutions and officials, civil society organizations, private and corporate sector partners and donors. The incumbent will participate as a senior member of the USAID health team in USAID/Angola’s General Development Office (GDO), under the supervision of the Health Team Leader.
The HIV/AIDS Program Advisor will also serve as the PEPFAR Coordinator for Angola. As such, s/he will be the first point of contact for the Office of the Global AIDS Coordination in Washington, DC (OGAC) concerning PEPFAR activities in Angola. In this position, the incumbent is required to work closely with other USG agencies, such as the Centers for Disease Control (CDC) and U.S. Department of Defense (DOD), that are implementing Angola’s PEPFAR program, as well as the Angolan Government, donors, multi-lateral organizations, and international and local non-government organizations.

QUALIFICATIONS REQUIRED / EVALUATION CRITERIA
NOTE: All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.
1. REQUIRED EDUCATION: Masters degree in Public Health or relevant field in community development, anthropology, international development, or social science with a specialization in health. (15% of evaluation criteria)
2. REQUIRED WORK EXPERIENCE: At least 5 years development-related work experience managing health projects focused on HIV/AIDS in Angola or other parts of Africa. (20% of evaluation criteria)
3. REQUIRED LANGUAGES: Level IV (fluent) English and Portuguese is required. (15% of evaluation criteria)
4. REQUIRED TECHNICAL KNOWLEDGE: Knowledge about the HIV/AIDS epidemic and key stakeholders (donors, non-governmental organizations, and Angolan Government) working to address the epidemic in Angola and a strong understanding of the U.S. Government’s Presidential Emergency Plan for AIDS Relief (PEPFAR). (25% of evaluation criteria)
5. OTHER REQUIRED SKILLS/ABILITIES: Project Management (regular monitoring of expenditures, budgetary requirements, and annual program workplans totalling approximately $5 million). Ability to coordinate multiple stakeholders. Strong teamwork skills and ability to set priorities as a self-starter. Proficient computer skills in MS Word, Excel, Powerpoint, Outlook, database packages, and GIS software. Ability to travel regularly to the provinces to monitor USAID projects. (25% of evaluation criteria)
SELECTION PROCESS
When equally qualified, US Citizen Eligible Family Members (AEFMs) and U.S. Veterans will be given preference. Therefore, it is essential that the candidate address the required qualifications above in the application.
ADDITIONAL SELECTION CRITERIA
1. Management will consider nepotism/conflict of interest, budget, and residency status in determining successful candidacy.
2. Currently employed US Citizen AEFMs who hold a FMA appointment are ineligible to apply for advertised positions within the first 90 calendar days of their employment.
COMPENSATION
The position has been classified at a Grade FSN-12. Final compensation will be negotiated within the listed market value at Grade FSN-12, based upon the candidatés past salary, work history, experience and educational background. In the case of an applicant not fully meeting the position requirements (CTO experience) we reserve the right to make an offer for the next lower grade (FSN-11). Salaries over and above the market value will not be entertained or negotiated.

1. Ordinarily Resident (OR): A citizen of the host country or a citizen of another country who has shifted the main residency focus to the host country and has the required work and/or residency permits for employment in country.
2. 3. AEFM: A type of EFM that is eligible for direct hire employment on either a Family Member Appointment (FMA) or Temporary Appointment (TEMP) provided s/he meets all of the following criteria:
–US citizen;
–Spouse or dependent who is at least age 18;
–Listed on the travel orders of a Foreign or Civil Service or uniformed service
member permanently assigned to or stationed at a US Foreign Service post or
establishment abroad with a USG agency that is under COM authority;
–Is resident at the sponsoring employee’s or uniform service member’s post of
assignment abroad, approved safehaven abroad, or alternate safehaven abroad; and
–Does not receive a USG annuity or pension based on a career in the US Civil,
Foreign, or uniform services.
4. EFM: Family Members at least age 18 listed on the travel orders of a Foreign or Civil Service or uniformed service member permanently assigned to or stationed to a US Foreign Service post or establishment abroad with a USG agency that is under COM authority who do not meet the definition of AEFM above.
5. Member of Household: A MOH is a person who: 1) Has accompanied, but is not/not on the travel orders of a U.S. citizen Foreign or Civil Service employee or uniform service member permanently assigned to or stationed at a U.S. Foreign service post or establishment abroad; 2) Has been declared by the sponsoring employee to the Chief of Mission as part of his/her household; and 3) Resides at post with the sponsoring employee.
