PSI’s HIV Deputy Director is responsible for supporting the implementation of the HIV strategic plan and supervision of technical support and innovation within the HIV Department, as well as improvement of external relationships.  The Deputy Director is also responsible for the piloting and scale up of HIV service delivery programs.  The HIV Deputy Director reports to the HIV Director and supports him/her in their management of the HIV Department and its positive working relationships with other departments and platforms in the PSI network.  The Deputy Director works in collaboration with the HIV team and the Global Advisors for HIV Prevention.

RESPONSIBILITIES:

  • Support HIV service delivery programs in terms of ensuring continued funding, stakeholder support (through conference attending, publishing white paper and peer reviewed articles on PSI research and programs), and effective program implementation (including M&E of programs and sharing lessons learned);
  • Develop and supervise the implementation of the HIV Department’s strategic plan for 2008 to improve technical assistance to PSI HIV programs (see HIV Strategy for more information):
    • Analyze PSI needs for HIV TA and support and compile a team (and resources) that add value to PSI’s HIV programs including a budget and strategy development in line with other PSI technical service departments;
  • Manage the HIV Department budget;
  • Support PSI’s New Business Development Department in developing and writing technically sound proposals to ensure increased funding for PSI’s HIV programs;
  • Develop and advance new HIV initiatives such as the expansion of PSI’s HIV prevention services including male circumcision and concurrent sexual partnership interventions. Ensure funding and stakeholder support for these programs;
  • Improve relations with external stakeholders to increase knowledge about and support for PSI’s HIV programs (in DC and in the field). This will include attending conferences and international meetings and publishing working papers and peer reviewed papers about PSI research and HIV programs (with field platform consensus and input); and
  • Support the delivery of technical support to the field for HIV program development, expansion and support (e.g. male circumcision, concurrent sexual partner programming, etc).

QUALIFICATIONS:

  • Master’s degree in public health or relevant discipline;
  • At least 5-7 years professional experience in the delivery of HIV services interventions, including counseling and testing or male circumcision;
  • Experience managing HIV/AIDS and/or infectious disease programs in developing country settings;
  • Experience in management and mentorship of staff;
  • Experience with social marketing and private sector experience a plus; and
  • Fluency in at least one foreign language is preferred (French, Spanish and/or Portuguese).
