Consultant: Assessment of Community-based Care for OVC in Hanoi

Doctors of the World-USA (DOW) seeks an independent consultant to lead an in-depth assessment of community-based care for orphans and vulnerable children (OVC) affected by HIV/AIDS in Hanoi, Vietnam.

The assessment, scheduled to begin in May 2008, will focus on five main areas:

  1. the needs of OVC and of families caring for OVC, and the availability of services to meet those needs in Hanoi
  2. existing and prospective community-based models in Vietnam and elsewhere in the region that improve the ability of family/caregivers to care for OVC at home
  3. best practice models for family-like, community-based care for OVC in Vietnam and elsewhere;
  4. a review of policies that guide (or could restrict) the implementation of alternative care models such as foster care in Vietnam
  5. OVC institutionalization in Vietnam, with a focus on understanding and preventing the abandonment of OVC.

The geographic focus will be Hanoi, including a secondary review of lessons learned from elsewhere in Vietnam and other countries with similar HIV/AIDS epidemics. The assessment will include an extensive literature and document review, site visits to existing programs, and interviews and roundtables with key stakeholders including government officials, OVC service providers, NGOs working with OVC, OVC caregivers, and OVC themselves.

At least five years of experience in public health and/or social work related to HIV/AIDS and/or OVC issues required. Prior experience conducting needs assessments, qualitative research, and drafting results reports also required. Excellent written and oral English skills necessary; Vietnamese language skills a plus. Familiarity with Vietnam, particularly Hanoi, strongly preferred. Requires strong organizational and reporting skills, attention to detail, and ability to meet deadlines.
