Country Director/Chief of Party

Mercy Corps seeks a Country Director/ Chief of Party in Iraq. Mercy
Corps has operated in Iraq since 2003, implementing both emergency
response and longer term development programs that are assisting Iraqis
– internally displaced persons host communities and other vulnerable
groups throughout the country. While remaining responsive to the urgent
needs of those affected by conflict and displacement in Iraq, Mercy
Corps also aims to incorporate development activities into its
programming, with a focus on identified strategic priority areas.
The Country Director/ Chief of Party is a senior leadership position for
Mercy Corps in Iraq with supervisory and managerial responsibility over
all in-country personnel, programs and policies. Among the Country
Director’s duties: S/he is responsible for ensuring staff safety and
security, providing overall leadership and direction as well as ensuring
compliance with agency Minimum Operating Standards. The Country Director
will be responsible for developing and implementing the overall
strategic plan for programming in cooperation with Mercy Corps’ senior
management team and local and international partners and developing
proposals and pursuing funding opportunities as well as overseeing
program implementation.
DUTIES: Set direction by prioritizing and organizing actions and
resources to achieve program and agency objectives. Evaluate program
priorities within the country and participate in regional
prioritization. Explore, evaluate and present new country and project
funding opportunities that leverage impact and integrate initiatives and
activities. Support and direct related fund-raising activities with both
institutional and private donors. Lead the Iraq Annual Planning Process
and create a country summary report, consisting of Statement of Vision,
Goals and Annual Objectives, and Country Program and Budget Summaries.
Provide timely quarterly reporting on this plan and strategic updates to
ensure the plan is a living, responsive document. Recommend program
priorities and explore, evaluate and present new country and regional
project opportunities that leverage impact and/or complement Mercy
Corps’ activities regionally and globally. Please see website for more.
REQUIREMENTS: MA or equivalent in social science or management. 7 to 10
years of field experience in international relief and development
programs. Five years practical experience in community-based
programming, capacity building, NGO management and knowledge of
cluster-development program model. Please see website for further
