The Clinton Foundation HIV/AIDS Initiative (CHAI) is seeking a highly motivated individual with strong analytical and communications skills to fill the position(s) of Research Associate/Senior Research Associate within CHAI’s Evaluation Division in the Boston office.

Description:

The Research Associate/Senior Research Associate will be a member of CHAI’s Boston-based Evaluation Division, whose mandate is to conduct programmatic impact evaluations to support and improve HIV prevention, care and treatment programs. This position will primarily focus on supporting and improving the monitoring and evaluation of CHAI’s Global Prevention of Mother to Child Transmission (PMTCT) program, with support as needed to other evaluation needs within CHAI.  The Research Associate/Senior Research Associate will provide technical assistance to country and global teams and will report to the Director of the Evaluation Division.

Responsibilities include:

  • Identify critical indicators and establish monitoring and evaluation systems for CHAI programs;
  • Assist in the design, implementation and analysis of programmatic evaluations, with a focus on PMTCT programs;
  • Provide technical assistance to CHAI teams, governments, and organizational partners to enhance data management systems for improved quality of HIV prevention, care and treatment;
  • Collect, manage and analyze data to support and improve the quality of HIV prevention, care and treatment;
  • Provide technical assistance in designing and implementing robust study design methodologies;
  • Use appropriate and rigorous statistical methodology to identify key lessons from data collected in CHAI programs, with the goal of supporting and improving HIV prevention, care and treatment;
  • Document and disseminate best practices and lessons learned.

Skills/Experience required:

  • Masters or doctoral level degree in public health, epidemiology, biostatistics, mathematics, operations research, or statistics
  • Relevant programmatic work experience
  • Strong knowledge of programmatic monitoring and evaluation methodologies (qualitative and quantitative)
  • Familiarity with national health management information systems (HMIS)
  • Excellent quantitative and problem solving skills
  • Strong statistical analysis skills (SAS, Stata, or SPSS)
  • Ability to function independently at a high level, as well as working effectively in a team
  • Ability to multi-task and to be effective in high-pressure situations
  • Excellent communication skills – both written and oral
  • Willingness to travel internationally
  • Database development skills preferred (MS Access/PHP/MySQL)
  • Knowledge of HIV/AIDS prevention, care and treatment in resource-limited settings preferred
  • Experience working/living in resource-limited setting preferred

The Clinton Foundation HIV/AIDS Initiative (CHAI) is seeking a highly motivated individual with excellent quantitative, analytical, managerial and administrative skills to fill the position of Monitoring and Evaluation Director.

Description:

The Clinton Foundation HIV/AIDS Initiative (CHAI) assists the governments of developing countries to support the rapid expansion of access to high quality HIV/AIDS care and treatment. We focus on two main areas – the organization of global markets for essential commodities and enabling the efficient management of country health systems. In both, our work optimizes the use of available resources to save more lives. CHAI is a unique organization in that it deploys best practice private sector approaches to achieve rapid change and humanitarian progress in the global public healthcare world.  Candidates need to be highly flexible with proven experience on how to be effective in dynamic and unstructured environments.

The Monitoring and Evaluation Director will lead the Monitoring and Evaluation Division within CHAI, whose work focuses on the collection, management and use of data to support and improve access and quality of care delivered in HIV prevention and treatment programs. The Division’s current areas of focus include retention of pediatric patients in care and treatment programs, and monitoring and evaluation of the Foundation’s large prevention of mother to child transmission of HIV (PMTCT) programs in Asia and Africa.   The Foundation is planning a strategic review of our approach to Monitoring and Evaluation, and it is hoped that the Director will play a major role in leading this process.

Responsibilities include:

  • Lead and supervise team focused on the collection, management and use of data to support and improve quality of HIV prevention, treatment and care;
  • Identify critical indicators and establish monitoring and evaluation systems for CHAI programs;
  • Provide technical assistance to CHAI teams, government, and organizational partners to enhance data management systems for improved quality of HIV treatment and care;
  • Document and disseminate best practices in managing data to improve quality of HIV treatment and care;
  • Manage all M&E initiatives across CHAI, including project implementation, budget management, financial reporting, and reporting to donors;
  • Be the primary interface between the M&E team and CHAI Senior Management, the M&E team and country teams for new M&E related projects, and the M&E team and the Development team for identifying funding opportunities for the team and for specific M&E related projects.
  • Liaise with the Development team during the proposal development stage of new projects to advocate for inclusion of a robust M&E strategy and dedicated funding for such a strategy, and  manage the M&E team’s involvement in reviewing the technical elements of the M&E strategy for new projects;
  • Spearhead team development, including ongoing fundraising for the team as well as new M&E related projects;
  • Ensure appropriate staffing and training of M&E team;
  • Lead strategic discussion within CHAI to define how and when monitoring and evaluation efforts will be carried out;
  • Develop and maintain relationships with key counterparts in partner organizations and the international M&E community;
  • Report to the EVP, Major Programs.

Skills/Experience required:

  • MPH, MBA, ScD, PhD, MD (or equivalent) or equivalent work experience
  • Demonstrated success in effectively managing a technical team and liaising with management and donors
  • Significant past experience with developing and implementing monitoring and evaluation frameworks and plans
  • Familiarity with current international standards and developments in monitoring and evaluation
  • Excellent quantitative skills
  • Strong problem solving skills and analytical capabilities
  • Success in fundraising and grant or proposal development
  • Ability to multi-task and to be effective in high-pressure situations
  • Excellent business-oriented communication skills – both written and oral
  • Ability to work effectively in a team
  • Willingness to travel internationally
