CHIEF OF PARTY, WATER AND SANITATION

ARD, Inc. requests expressions of interest from highly qualified
Chief of Party (COP) candidates for a USAID-funded project in Africa.
The project involves supporting reforms of water and sanitation
utilities and regulatory authorities to improve and expand water and
sanitation service delivery.
Tasks Include:
— Coordinating and managing a range of technical assistance projects
directed to water and sanitation utilities and regulatory bodies.
— Liaising with senior government officials in beneficiary
countries, international and bilateral donors, and USAID.
— Leading the development of annual work plans and budgets to
support a variety of development actions which could include
training, pilot projects, short term technical assistance and
coordination of these activities at both the national and local
levels.
— Reporting on the progress of the project to ARD and USAID.
— Managing both long-term and short-term technical staff, and
overseeing the administration of the project, including financial
management, property inventory, and development of pay scales for
staff.
— Assisting in the negotiation and development of policy
interventions to improve water and sanitation service delivery.
Experience and Skills:
Qualified COP candidates should demonstrate relevant technical
experience, specifically in reforms in the water and sanitation
sector. Candidates with experience in restructuring and reforming
water and sanitation utilities or sectors; implementing utility
regulatory reform; and/or structuring utility projects for private
sector participation, especially in African countries, are preferred.
Position also requires experience working with national and local
governments, multilateral and bilateral donors, and civil society
organizations in developing coordinated reform approaches and
strategies in the water and sanitation sector.
In addition the above, candidates should have:
— Demonstrated experience in serving as COP and/or similar project
management positions.
— Advanced degree in a discipline directly relevant to reforms in
the water and sanitation sector, such as engineering, finance,
business administration, or economics.
— Experience in organizing and implementing short-term and long-term
technical assistance.
— Experience in building partnerships and alliances.
— Excellent English communication skills are required. Knowledge of
French is desirable.
