UN Action Against Sexual Violence in Conflict (UN Action) unites the work of 12 UN system entities – DPA, DPKO, OCHA, OHCHR, UNAIDS, UNDP, UNFPA, UNHCR, UNICEF, UNIFEM, WFP and WHO – with the goal of ending sexual violence in conflict (www.stoprapenow.org). Launched in March 2007, it represents a concerted effort by the United Nations to improve coordination and accountability, amplify advocacy, and support country efforts to prevent sexual violence and respond more effectively to the needs of survivors.
UN Action seeks to amplify existing efforts by the UN system and its peace support operations to address sexual violence in conflict – reinforcing “good practice”, strengthening coordination and avoiding duplication. It seeks to harness the comparative strengths of each UN entity to ensure a comprehensive, multi-sectoral approach to sexual violence during and immediately after conflict.
SENIOR ADVISER AND COORDINATOR, SEXUAL VIOLENCE
Job Description
The main responsibility of the Senior Adviser is to strengthen the work of all agencies (UN, NGOs international and local) at country-level to prevent and respond to sexual violence during or immediately after conflict. Applicants should therefore have a good understanding of the issue of multi-sectoral programming to address gender-based violence in addition to a thorough understanding of the gender, protection and human rights aspects of conflict-affected and humanitarian settings.
Duration
Applicants on the roster for this position will be on standby. The length of each deployment will be between 12-24 months (equivalent to P5 level).
Major Duties & Responsibilities
Develop a multi-sectoral strategy harnessing the inputs and strengths of all the different UN agencies and actors. Support the integration of gender perspectives and gender-based violence (GBV) in the overall strategic planning and programming of various sectors/clusters, inter alia by ensuring the integration of gender equality programming into Consolidated Appeals, CERF proposals and other resource mobilization and appeal processes and documents.
Assist UN agencies in setting up or adapting existing monitoring systems to monitor the progress in gender equality programming including GBV by using inter alia the checklists in the IASC Gender Handbook and IASC GBV Guidelines.
Liaising with protection, human rights, gender advisers, and gender focal points in other agencies and organisations to support the work and/or the establishment (when necessary) of in-country gender-related coordination mechanisms (e.g. inter-agency gender theme group, GBV task force, etc.).
Support the Resident/Humanitarian Coordinators and other relevant actors’ advocacy activities towards host authorities, other country team members and donors on gender equality and GBV in humanitarian action.
Qualifications
Education and Training
– Advanced degree in humanitarian studies, gender studies, international relations, international law (expertise in women’s or children’s rights), law enforcement, sociology or associated field or a combination of a first level degree and substantial experience in humanitarian work. Familiarity with IASC guidance and programmatic tools will be considered an asset.
Experience, Knowledge and Skills
– Minimum of 10 years of progressively responsible professional experience in conflict-affected or humanitarian settings
– Strong technical background in GBV programming, gender equality programming, protection, and/or human rights from planning to implementation as well as monitoring and evaluation. (Equivalent to a P5 in the UN System.)
– Awareness and demonstrable knowledge of protection and gender issues and their relevance in humanitarian emergency settings.
– Awareness and demonstrable knowledge of gender-based violence issues.
– Demonstrated coordination and programme support capacity including group facilitation and capacity building/ training skills.
– Excellent analytical and strategic planning skills.
– Strong and effective oral and written communication skills and proven ability to negotiate and influence change.

GENDER-BASED VIOLENCE COORDINATOR
Job Description
The Gender-Based Violence (GBV) Coordinator facilitates and coordinates rapid implementation of GBV programming in humanitarian settings. GBV programming is multi-sectoral, involving multiple organizations and actors, NGO and government implementing partners, UN agencies, and other national and international organizations which, between them, ensure a comprehensive prevention and response initiatives. The GBV Coordinator’s duties include liaison and coordination with other organizations (coalition building), training and sensitization, programme planning, and monitoring and evaluation.
Duration
Applicants on the roster for this position will be on standby. The length of each deployment will be between 6-12 months (equivalent to P3/P4 level).
Agency Affiliations
GBV Coordinators could be hired by a variety of organisations depending on the nature of the situation. In a humanitarian crisis, GBV Coordinators support the inter-agency efforts within the cluster system, in particular the GBV Area of Responsibility under the Protection Cluster and would report to UNFPA and/or UNICEF as the co-lead agencies. In situations with refugee caseloads, UNHCR may lead in coordination. In post conflict situations other agencies may play a coordination role and GBV coordinators could be placed in those agencies, as determined by the Resident Coordinators.
Major Duties And Responsibilities
Partnerships and Coordination
– Lead the effort to develop a multi-sectoral and inter-agency GBV prevention and response program.
– Facilitate rapid roll out of standard operating procedures (using the IASC SWG agreed SOPs) and related policies and practices
– Catalyze the formation of and/or strengthen and assist to facilitate inter-agency, multi-sectoral GBV coordination groups at national, regional, and local levels, as necessary.
– Liaise with Resident/Humanitarian Coordinators, Country Representatives, GBV managers, and gender advisers in other agencies and organizations (including governments, national and international NGOs and women’s groups) and in peace support operations for the development and implementation of multi-sectoral (cross-cluster) plans of action to address GBV.
– Support local authorities including police, prosecution service, legal and judicial communities, as well as other relevant professional communities and interest groups in their efforts to address sexual violence through the legal justice system.
Technical Leadership
– In line with WHO’s Ethical and Safety Recommendations for Researching Documenting and Monitoring Sexual Violence in Emergencies, consolidate existing assessments on the GBV situation and/or work with relevant agencies and the displaced and host populations to conduct relevant analyses of GBV information.
– Work with partners to develop and/or revise training materials according to local context and support the implementation of relevant training sessions for multi-sectoral prevention and response actors
– Support coordination of f relevant advocacy and policy efforts to address GBV in the context of broader gender (inequality) issue
– Assist UN partners, NGOs and local authorities to assess and develop appropriate policies and response mechanisms to address GBV that avoid duplication and build on each agencies area of distinctive competence
Monitoring and Evaluation
In line with WHO’s Ethical and Safety Recommendations for Researching, Documenting and Monitoring Sexual Violence in Emergencies:
– Work with those working on relevant GBV activities to revise GBV Incident Report and other relevant data collection forms as needed for the setting.
– Collect, compile, and analyze monthly GBV report data with an emphasis on identifying trends and patterns. Develop monthly report formats that capture relevant information and that support the analysis and evaluation of program progress and outcomes
Administrative and Miscellaneous Duties
– Write monthly work plans, monthly reports, and other reports as needed or requested
– Assist in writing proposals and engaging in other fundraising efforts to support joint programming
– Report back to relevant GBV Coordination mechanisms
– Other duties as required
Qualifications
Education and Training
University degree in law, international law, human rights law, gender studies, social work, or other social sciences, public health, community health, or international relations related field.

– Prior training in gender issues and their application in humanitarian or conflict-affected settings
Experience and Knowledge
