Position/title: Procurement Supply Management (PSM) Volunteer Technical Advisor

Background
In March 2008, the National Center for Parasitology, Entomology, and Malaria Control (CNM) submitted a Rolling Continuation Channel (RCC) grant proposal to the Global Fund to Fight HIV/AIDS, Tuberculosis, and Malaria (GFATM) to continue and scale-up routine malaria control activities from Round 2. The six-year proposal was recently approved by the GFATM Board with a planned start date of January 1, 2009. The CNM was also selected as the Principal Recipient (PR) of the RCC proposal. As the PR, the CNM will be directly responsible for the procurement of all commodities.
In addition, the CNM has applied for USD $9.5M from the Bill and Melinda Gates’ Foundation (BMGF) to support a project to contain/eliminate drug resistant malaria parasites along the Cambodia-Thailand border. If this grant is approved, the CNM will begin implementation in January 2009. This project will also require the procurement of essential malaria commodities, including anti-malarial drugs, rapid diagnostic tests, and long lasting insecticide treated bed nets and hammock nets (LLINs/LLIHNs).
Position Summary
The PSM Technical Advisor (TA) will work within the CNM procurement unit to provide the technical expertise required to support the new PR role and to ensure rational and optimal use of GFATM and other donor funds. The ultimate objective of this position will be to ensure the rapid deployment of essential malaria commodities, meaning that supplies are ordered in right quantities at competitive prices, received in-country in timely manner and distributed to the different sites according to facility needs In addition, the TA will help to develop the skills of the local procurement team to manage future PSM responsibilities.

Responsibilities
· Assist in the development of a detailed PSM Plan to support the PR status of the CNM.
· Refine and regularly update the PSM Plan for GFATM R2 RCC and the BMGF.
· Conduct initial capacity assessment of PR-CNM procurement unit and recommend solutions to any identified weaknesses/obstacles.
· Assist the PR-CNM with forecasting, selection, and quantification of malaria-related commodities.
· Assist in the design and development of a method for forecasting RDTs and ACTs (potentially introduce CSHOR tool).
· Assist with the planning, preparation, and implementation of PSM trainings for the PR-CNM and its Sub-Recipients (NGO partners) to address weaknesses in procurement and supply chain management (PSM).
· Review and revise Procurement Guidelines and Procedures to increase efficiency and reduce lead-time.
· Ensure PR-CNM’s strict compliance with all requisite Global Fund/BMGF PSM policies and reporting requirements.
· Provide support to the PR-CNM’s local procurement manager to manage and coordinate procurement for all on-going grants.
· Assist with the improvement of the existing health product distribution system.
· Knowledge and skills transfer to broader team capacity
· Provide assistance on all supply chain issues related to the management of Malaria supplies, drawing on and promoting best practices in each area. Assistance will be provided in all stages of the supply chain
Specific areas of assistance will include:
· Developing and implementing relevant Standard Operating Procedures (SOPs) for the Procurement and Supply aspects of Supply Chain
· Day to day management of the Procurement and Supply Management activities
· Hands on procurement training
Trouble shooting for Supply Chain issues and development of detailed Action Plans to support the solution
· Assist in the adoption of best practices to optimize the Supply of Malaria related supplies
· Develop and disseminate tools and materials to further the adoption of supply chain best practices, including forecasting models and documentation of procurement success stories.

· Applicants with management consulting, investment banking, or other relevant private sector experience are strongly encouraged to apply
· High level of proficiency in relevant computer applications particularly Excel, Power Point and Word
