Job Description:
The HIV/AIDS Care, Treatment, and Housing Program (CTH) within the Bureau of HIV/AIDS Prevention and Control has a vacancy for a City Research Scientist II (Technical Assistance Manager). This incumbent will be responsible for working with Ryan White Part A funded Community Based Organizations (CBOs), hospitals, and other health facilities who have been awarded contracts to carry out HIV care and treatment services to ensure technical quality integrity of the programs. The Technical Assistance Manager will be responsible for managing the Project Officer team, liaising with the master contractor, and the Ryan White Part A funded organizations to implement their models of HIV care and treatment. Responsibilities of this position include, but are not limited to the following:
1. Assisting Director of HIV Care, Treatment, and Housing and Director of Policy, Planning, and Implementation with the development of CTH Technical Assistance team.
- Assessing TA needs via discussions and surveys to Ryan White funded agencies
- Developing TA resource library, consultant database, and assessment tools
- Developing Project Officers Handbook and training materials
- Developing training curricula for Ryan White Part A funded agencies
- Training, supervising, and mentoring Project Officers
2. Providing overall administrative direction and guidance to the Program’s monitoring staff.
- Ensuring site visits are scheduled and that reports are submitted in a timely fashion.
- Reviewing all reports for accuracy and completeness.
- Ensuring appropriate trainings are scheduled and presented to staff
- Overseeing the scheduling of quarterly service category meetings
- Preparing monthly/quarterly program progress summaries
3. Effectively coordinate the unit’s activities with other governmental and community based organizations and entities.
- Demonstrating an in-depth knowledge of the Ryan White CARE Act and HRSA guidelines and service categories
- Effectively representing the Program in interactions and discussions with other groups and entities.
Report To:
The Technical Assistance Manager will report to the Director, HIV/AIDS Care and Treatment Policy, Planning, and Implementation.
Preferred Skills:
Excellent written, oral and interpersonal skills; supervisory experience in program planning and implementation; computer experience; ability to handle multiple and diverse assignments. Experience working with professional staff and can handle multiple priorities. Prior experience with project management activities such as coordination of workshops/trainings, provision of technical assistance, and diplomatic ability to navigate within institutions with different needs.
Experience Required:
1. A Doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one (1) year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A Master’s degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three (3) years of responsible full-time experience in the appropriate field of specialization, including one (1) year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
3. Education and/or experience that is equivalent to (1) or (2) above. However, all candidates must have a master’s degree in an appropriate field of specialization and one (1) year of full-time experience in a responsible supervisory, administrative, or research capacity as described in (2) above
