Scope of Work for Technical Assistance for Health Facilities Inventory, Ministry of Health

Backgroud: The Department of Health Information at the Ministry of Health, with support from WHO, undertook data collection for a national health facilities survey in 2007.  The survey included data collection on infrastructure, services provided, for all public sector health facilities in Mozambique.  Geocoordinates were also collected for each facility to allow for mapping.

All data have been entered into a database and some initial cleaning has taken place.  Verification and validation of some variables, including geocoordinates still needs to occur.  The Ministry of Health would also like assistance to be provided to staff to complete analysis and finalization of report.

The Ministry of Health would like to develop a way to update the facility on a routine basis to provide ongoing up-to-date information.

The Technical Advisor selected for this role will be provided with access to the data and will be provided with necessary workspace within the MoH in order to complete the task.

Purpose: To provide technical assistance to the staff of the Department of Health Information at the Ministry of Health to validate and analyse data, and write report on the data collected in 2007 as well as to provide assistance to routinize collection of information.  The routine data collection plan may require further software development or procurement that is not covered by this scope of work.

Tasks:

Technical Assistance to Finalize Health Facilities Report for 2007 Data

1. Data cleaning and validation

2. Data analysis

3. Report writing and presentation of results

Technical Assistance for Maintaining Inventory

4. Development of plan/protocol to maintain health facilities inventory

5. Suggested electronic and paper-based system for mainaining health facilities inventory

Deliverables:

  1. data dictionary describing variables in the database
  2. annotated questionnaires linking the database variables to the original data collection forms
  3. cleaned and finalized health facilities inventory database (done in collaboration with Ministry of Health)
  4. annotated analysis files and programs to convert data from raw format to final database format
  5. updated list of health facilities and their coordinates coded by province and district in appropriate format to include in the existing MoH routine data information system
  6. finalized report for inventory (in collaboration with Ministry of Health)
  7. protocol/plan for maintaining health facility information in inventory
  8. draft form for maintaining health facility information in inventory

Timeline: 3 months, with the first month focusing primarily on data validation, cleaning, analysis of existing data and reporting writing and second two months focusing on development of systems to keep inventory up to date.
