Duties:

The Epidemiologist II will manage the operations of the Massachusetts Center for Birth Defects Research and Prevention (MCBDRP) including the state birth defects surveillance system and the Center’s participation in the National Birth Defects Prevention Study (NBDPS). He/she will formulate data gathering activities and data analysis plans, produce surveillance, research and management reports, present reports at professional and community meetings, apply analysis to policy formulation, and participate in grant writing.

Detailed Statement of Duties and Responsibilities:
Working closely with the Center Director, the Administrative Director manages epidemiologic systems, and administrative activities of the Center. Responsibilities include development and quality control of the surveillance data system, oversight of surveillance reports and analyses, oversight of components of participation in the NBDPS including clinical, CATI and biologics activities, planning of tasks and timelines, conducting research both nationally and locally, IRB presentations, supervision of Center staff, and communication with the CDC, other Centers, hospital staff, state and national researchers, pediatric specialists, consumers, the press, and others.

Duty 1: Performs administrative duties that support the activities of the Center
1. Performs daily oversight of center operations and staff duties
2. Submits progress reports and annual grant re-application to granting agency (CDC) on schedule
3. Maintains communication with CDC on administrative and research aspects of Center activities
4. Works with the Center Director to determine the budgetary needs for the Center
5. Submits contract plans and all contracts for vendors
6. Maintains documentation of all sponsored research including project descriptions, IRB approvals and publications.
7. Develops and initiates work plans to meet the goals of the Center
8. Develops quality assurance standards for staff activities and monitoring system
Duty 2: Establishes and maintains the structural framework for the state surveillance system
1. Develops the reporting and data collection tools for the surveillance system
2. Develops analytical plans, including appropriate statistics
3. Monitors and evaluates the status of the surveillance system
4. Analyzes data collected using the appropriate statistical methods and summarizes these results and disseminates information.
Duty 3: Participates in cooperative activities with the CDC and other centers for the National Birth Defects Prevention Study
1. Attends Center conference calls and participates in study subcommittees to develop aspects of the NBDPS protocol
2. Responds to inquiries or requests from CDC in a timely manner
3. Works with CDC project officer and Center Director in relation to center operations
4. Ensures compliance with the National Birth Defects Prevention Study protocol and the completion of related interviews and biologics
Duty 4: Oversees the data systems for the Center and the links with other systems and remote sites (e.g. CDC and Slone Epidemiology Center)
1. Oversees the programming and implementation of data systems
2. Oversees data entry and data management
3. Oversees data linkages and transmissions (e.g. to CDC)
Duty 5: Administers research projects for the Center
1. Maintains documentation of all sponsored research including project descriptions, IRB approvals and publications.
Duty 6: Promotes Center activities and coordination with DPH services. Promotes congenital anomaly surveillance and research among clinicians, researchers, hospital administrators, consumer groups, and parents
1. Establishes a cooperative relationship with local agencies and organizations interested in birth defects research
2. Establishes links with related DPH service programs
3. Promotes birth defects surveillance and research within DPH and to relevant clinical staff, researchers, and state health department personnel from Massachusetts and other New England states
Duty 7: Performs other tasks as necessary to meet project responsibilities

Qualifications:

Applicants must have at least (A) five years of full-time or equivalent part-time professional or technical experience in epidemiology, virology, immunology, bacteriology, or microbiology and (B) of which at least two years must have been in a professional capacity or (C) any equivalent combination of the required experience and the substitutions listed below. I. A Bachelor’s degree with a major in epidemiology, bacteriology, microbiology or other health-related field may be substituted for a maximum of 2 years of the required (A) experience.* II. A Master’s degree with a major in public health, epidemiology, bacteriology, microbiology or other health-related field may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience.* NOTE: Educational substitution will only be permitted for a maximum of one year of the (B) experience.

Preferred Qualifications:

Qualifications Preferred at Hire:
1. MBA and/or MPH (or equivalent) in public health, epidemiology, medical science, or related field
2. Successful management, team building and supervisory experience including background in overseeing operations of public health related activities.
3. Experience with budget development, personnel management, resource assignment, public relations, report writing and project oversight.
4. Experience as an epidemiologist, preferably in congenital anomalies or a related field.
5. Extensive experience conducting surveillance, research methods and survey research in public health.
6. Extensive experience in data analysis and knowledge of analysis with SAS or other statistical software.
7. Experience in applying analysis and research to policy.
8. Knowledge of maternal and child health issues (e.g. perinatal care, birth outcomes, fetal and child development)
9. General knowledge of computer applications including word processing and spreadsheets and databases.
10. Knowledge and experience in data/systems management.
11. Ability to synthesize and organize data and other materials for oral and written presentations.
12. Excellent oral and written communication skills and exceptional interpersonal skills.
