The New York City Department of Health and Mental Hygiene (DOHMH) uses the latest technologies and enterprise wide application solutions in its groundbreaking work to promote and protect New Yorkers’ health and improve DOHMH’s business operations.

The Division of Informatics and Information Technology’s award winning work ranges from mobile computing to in-house development to Bioterrorism surveillance. BIIT provides DOHMH’s 6,500 staff in 50 locations with application development, network and technology services, IT security, help desk, business process reengineering and IT project management. IT Team members develop their ability to use cutting edge technologies including service-oriented architecture (SOA), J2EE development, middleware, Enterprise Service Bus (ESB) products, virtual data center solutions (including high-end SANs), enterprise content management (ECM) and Business Process Management (BPM) solutions.

The Division of Informatics and Information Technology Services is seeking a Special Assistant to assist the Chief Information Officer in the day to day activities of the newly created Division. The Special Assistant will be responsible for evaluating, analyzing and reporting on key project initiatives with specific attention to successes, challenges and use of resources. Activities include monitoring project progress, evaluating capacity of the Divisional office and units to complete studies and projects within specified time frames, generating management reports, and presenting findings to the CIO and other senior management as appropriate. The Special Assistant will assist the CIO to develop and implement special projects particularly those that require interdepartmental or interagency collaboration.

The Special Assistant will also provide analytic and project management support to units within the Bureau. These projects may include workflow analysis and recommendations, policy and procedure development, and representing the Chief Operating Officer at external and internal meetings. He/she will also assist the CIO in oversight of administrative functions for all units within the Division.

The incumbent will focus on key projects related to DOHMH’s ability to respond to public health emergencies, and will provide technical project management for ongoing and future automation projects that have been or will be developed as part of the Public Health Emergency Preparedness grant.

The ideal candidate will have the following:

  • A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
  • A master’s degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time experience in the appropriate field of specialization, including one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
  • Education and/or experience which is equivalent to “1” or “2” above. However, all candidates must have a master’s degree in an appropriate field of specialization and one year of full-time experience in a responsible supervisory, administrative, or research capacity as described in “2” above.

PREFERRED SKILLS:

  • Thorough knowledge of the principles of information technology and public health practice;
  • High energy, ability to work in a demanding, fast-paced environment;
  • Demonstrated initiative and resourcefulness, excellent communications skills (both oral and written);
  • Basic ability to interpret data and analyze statistics;
  • Ability to manage multiple high-priority projects under time pressure;
  • Ability to establish and maintain effective working relationships; sound professional judgment.
