JOB DESCRIPTION:
The Center of Data Matching is a new NYC Department of Health and Mental Hygiene initiative, led by the Bureaus of Informatics and Information Technology (BIIT) and Epidemiology Services (BES). The Center aims to promote the innovative use of data matching technologies to combine discrete data sources and generate data sets that can more readily address epidemiologic research and evaluation questions pertinent to policy development. Under supervision of the Director of the Center for Data Matching, the selected candidate will be responsible for guiding the epidemiologic study design process on a wide range of public health projects, as well as collaborating with researchers on analyses and dissemination of methodologies used. Current projects include a multidata source examination of the health of inmates, evaluation of the newly mandated hemoglobin A1C (diabetes) Registry, etiologic analyses pertaining to childhood developmental delays, and assessment of the effectiveness of a large NY/NY III Supportive Housing Agreement to provide housing to homeless adults. The City Research Scientist will act as a resource to the Agency as well as collaborating City Agencies and advise on best practice study design and methodology in data matching. Responsibilities will include, but not be limited to: assisting DOHMH and collaborating Agencies with the design, development and deployment of projects and initiatives related to data matching and de-duplication, overseeing as well as conducting preliminary analyses, disseminating methodology best practices, and providing technical support to agency epidemiologists unfamiliar with data matching technology. |
PREFERRED SKILLS: Applied experience with study design, statistical analyses and/or data management in public health or social science programs, including managing, cleaning and analyzing large datasets; experience with statistical packages such as SAS and SUDAAN; and developing study design protocols. Computer skills, including presentation software such as Microsoft Excel, Access and PowerPoint; experience with SQL and geographical information systems preferred. Knowledge with data table and stored procedure design, and Data Transformation Services and matching technology such as ChoiceMaker or Quality Stage is a plus. |
QUALIFICATION REQUIREMENTS: 1. A Doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one (1) year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or 2. A Master’s degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three (3) years of responsible full-time experience in the appropriate field of specialization, including one (1) year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or 3. Education and/or experience that is equivalent to “1” or “2” above. However, all candidates must have a master’s degree in an appropriate field of specialization and one (1) year of full-time experience in a responsible supervisory, administrative, or research capacity as described in “2” above.
