About CGSGI
Established by President Bill Clinton and Canadian philanthropist Frank
Giustra in 2007, CGSGI is an innovative partnership between the William
J. Clinton Foundation (the ‘implementing partner’ for CGSGI), the
private sector, governments, local communities, and NGOs to increase the
scale, scope, impact, and sustainability of social and economic
development efforts in countries where the natural resource industries
are an important part of the economy.
CGSGI will build on the Clinton Foundation’s proven track record as an
operational NGO in the developing world, and on President Clinton’s
ability to mobilize political will and spark multi-sectoral cooperation.
Currently, the initiative is being launched in three countries in Latin
America-Colombia, Peru, and Mexico. In the coming months, CGSGI will
look to expand its activities into Africa.
Job Description:
The Director of Monitoring and Evaluation will be expected to develop a
standard approach to identifying, communicating and mitigating risks in
support of the Initiative’s global agenda as well as for specific
programs and projects. S/he will also be expected to prepare and
present regular reports on CGSGI’s program outcomes and investment
portfolios in a transparent manner to the CEO, Country Managers, and
various stakeholders.
The Director of M&E reports to the CEO of CGSGI.
The position is based in New York City but will require extensive travel
(up to 60%) both overseas and domestically.
Key Responsibilities:
* Define and prepare standard performance measures and scorecards
for use globally and locally to monitor and record CGSGI’s progress,
goals and outcomes to stakeholders
* Develop an approach to identify, communicate and mitigate risks
in support of the CGSGI agenda and specific programs and projects
* Consolidate CGSGI’s program and project information on a regular
basis and analyze trends for improvement opportunities
* Provide in-house monitoring and evaluation expertise for CGSGI
* Conduct independent project and program audits and reviews as
needed to satisfy reporting requirements and stakeholder expectations
* Lead and supervise a M&E team focused on the collection,
management and use of data to support and improve quality of CGSGI
programs
* Provide technical assistance to CGSGI programs, government, and
organizational partners to enhance data management systems
* Document and disseminate best practices in data management
Qualifications:
* Minimum of 5-10 years relevant work experience (eg. developing
performance measurements for international programs)
* Strong collaboration, diplomacy, and negotiation skills.
* Excellent problem solving and analytical skills
* Demonstrated ability to navigate complex processes with multiple
players and achieve consensus
* Familiarity with development program reporting models,
approaches, and performance metrics
* Experience in internal and/or external audit standards,
preferably on triple bottom line (TBL) reporting
* Understanding of project-specific risk management techniques as
well as broad-based risks associated with working in developing
countries and environments
* Experience in a developing world strongly preferred
* Sensitivity to other cultures and diversity
Pluses:
* Executive presentation building and delivery skills
* Collaborative approach to problem solving and ability to
encourage culture of ‘open problem reporting’
* Masters in relevant field preferred
* Multilingual, preferably in English and Spanish
