Macro is seeking a Monitoring & Evaluation Specialist with Malaria experience. This position will work under the supervision of the Macro Principal Investigator for MEASURE Evaluation and work in teams with other MEASURE Evaluation s ta ff to implement project objectives and activities. Duties: provide technical assistance on the development of M&E strategies; work with country programs on surveillance and routine information for malaria; collaborate with partners such as Roll Back Malaria Partnership and the Global Fund on the implementation of malaria indicator surveys and other data collection tools; and utilize data for policy development and program management.
Candidates with experience in other infectious diseases, the scope could be expanded to include work in avian influenza, tuberculosis, and other emerging health threats.
MD or PhD (epidemiology, demography, or related disciplines) and 5 years experience with malaria program management in developing countries required. Prior experience needed in the use of measurement methods required for monitoring and evaluating international population and health programs, including strong skills in quanti ta tive and quali ta tive research. Experience in other infectious disease program monitoring and evaluation a plus. Must have the ability to work independently and manage projects on a daily basis with minimal supervision; and work effectively with other project staff, the prime contractor, USAID, other donors and international organizations. Foreign language skills are highly desirable (esp. French, Portuguese, Spanish). Ability to travel up to 20% internationally.

MONITORING AND EVALUATION RESIDENT ADVISOR, BAMAKO, MALI

MACRO is seeking a Monitoring and Evaluation Resident Advisor to serve in Bamako, Mali. This person will primarily provide leadership and technical assistance to the National Malaria Control Program (NMCP) to strengthen their ability to collect, manage, process and use data for programmatic decision-making. The Resident Advisor will additionally provide limited M&E assistance to USG implementing partners and will work closely with the NMCP and other malaria stakeholders to ensure coordinated support for the malaria control program. The Advisor will be assigned initially for one year, renewable annually thereafter pending availability of funding.
Specific tasks will include but not be limited to the following:
- Work closely with the NMCP director and the Planning and M&E Specialist to build capacity to implement a comprehensive plan for monitoring and evaluating all NMCP activities.
- Help develop a routine data collection and management system for the National Malaria Control Program integrating a variety of data sources, including developing protocols and data collection tools, and overseeing the development of data platforms.
- Assist NMCP to prepare regional workshops and training materials to disseminate M&E plan and data collection tools.
- Strengthen NMCP’s capacity to manage large quantities of data, ensure data quality, undertake analysis, and prepare reports targeted at different audiences.
- Work with the national health information system (HIS) to strengthen MOH capacity at the central, regional and district levels to process and utilize data through workshop.
- Support malaria sentinel surveillance activities as needed.
- Work with USG implementing partners to strengthen their M&E capacity as needed.
- Help coordinate population and facility-based surveys.
Qualifications and Skills:
- Advanced degree (doctoral degree highly preferred) in public health or related fields.
- Minimum 5 years experience in monitoring and evaluation of health or other international programs; expertise in malaria preferred.
- Strong data analysis and writing skills required.
- Fluency in English and French required.
- Proven familiarity with USAID operations preferred.
- Experience residing in a developing country. Prior experience in Mali or West Africa preferred.
