Program Management Director – Namibia

The Program Management Director will be responsible for supporting the Chief of Party (COP) to perform program and organizational management of as part of the Capacity Namibia HIV Prevention, Care and Support Associate Award funded by USAID Namibia.  This person will play a key role in the achievement of the project’s Intermediate Result #1: Increased capacity of indigenous organizations to respond to the epidemic and to implement HIV/AIDS-related programs.  S/he will bring expertise in designing graduation plans and improving organizational effectiveness of the sub-awardees.

The Program Management Director will work closely with the Finance and Grants Management and the Technical Directors to provide capacity building assistance to sub-award organizations to progress towards “graduation” to receive direct USG funding and improve organizational sustainability.  The Program Management Director reports directly to the Chief of Party of Capacity Namibia. S/he is expected to travel approximately 30% of her/his time in Namibia to provide support to the grantees and other Capacity Namibia staff.

Essential functions include: Develops and/or updates human resources, administrative, travel and operational policies and procedures for the IntraHealth country office; Provides assistance to sub-awardee organizations in developing and /or updating their human resources, administrative, travel and operational policies and procedures; Leads the human resources and administrative functions of the Intrahealth country office; With liaison of the Finance and Grants Management Director and the Technical Director, provides capacity building assistance to sub-award organizations to progress towards “graduation” to receive direct USG funding and to improve organizational sustainability; Provides leadership in the development and updating of scopes of work, annual plans, strategic plans and implementation schedules for sub-award organizations; Monitors sub-awardee progress towards agreed upon “graduation plans”; With liaison of the Finance and Grants Management Director and the Technical Director, provides capacity building services to sub-awardee organizations by providing training to staff in different program areas; and, Maintains strong communication with the IntraHealth home office, specifically the Senior Program Manager, on all aspects of program implementation.

Education/experience requirements include: University Degree in Administration  or Management; Professional qualification in administration or management will be an added advantage; Ability to take initiative, plan and monitor activities flow, outcomes and impact; Capacity to manage difficult working situations; Ability to analyze, interpret and solve difficult problems in diverse cultural environments; Demonstrate capacity to lead, organize, supervise, delegate, encourage and motivate staff; Exceptionally organized, detail-oriented and proven ability to work in challenging and fast paced work environments; Ability to handle multidisciplinary responsibilities and priorities; Capacity to work under pressure in achieving set goals and objectives; Excellent computer skills: Windows XP, Microsoft Office (Word, Excel, PowerPoint, Internet and E-mail use); Over 5 years appropriate experience in the management of international donor funded programs required; Excellent interpersonal, people development and coaching skills; Fluency in English required; proficiency in a second language preferred but not required; Excellent representational skills a plus
