Pact seeks a Peace Program Coordinator in Gambella. The Peace Program
Coordinator (PPC) is expected to provide direct management support to
peace building project staff (this is currently two projects) operating
out of the Gambella office. S/he is responsible for ensuring that
projects are implemented as per agreements and that technical quality is
of the highest standards. More specifically, s/he is responsible for the
development of corresponding annual implementation plans and budgets,
allocation of appropriate resources to accomplish the plan, securing
qualified staff and ensuring that an appropriate monitoring system is in
place to track progress and deviations of project implementation.

The post holder will ensure effective coordination between peace
projects and across the wider Gambella programme. Additionally, s/he
will ensure that peace project activities are in line with Pact’s
strategic direction and approaches and that they are contributing to the
democracy, governance and peace building platform and the wider country
strategic plan. In collaboration with the Office Manager s/he
establishes and maintains effective working relationships with
government offices at Regional, Zonal and Woreda levels, other local
public and private bodies, individuals and CDOs.

Job Responsibility # 1: Planning, Coordinating and Implementation: In
Collaboration with the Sub-Office Coordinator plans, organizes and
coordinates the overall operational activities of the Peace building
Program. Ensures that Peace Building activities are implemented in
accordance to the procedures, principles and operational guidelines as
adopted in the general Agreement Pact Ethiopia entered with partners.
Leads regular scheduled meetings with project teams, participates in
wider coordination meetings and ensures dissemination of minutes to
appropriate departments and or staff in Gambella and AA. Supports
Office Manager in regular sharing of security information and
integration into planning. Continuously evaluates the appropriateness
of the Peace Building activities and suggests changes and improvements
as required to the Office Manager. Participates in the formulation of
strategic and policy decisions related to the design, development,
implementation and evaluation of all Peace Building Programs.
Communicates directly with technical staff in South Sudan and
coordinates cross border activities and visits in coordination with the
Office Manager and Democracy, governance and peace building director.

Job Responsibility # 2: Budgeting and Financial Control Project
Management: Implements the budgetary guidelines and financial routines
and other compliances for the project under his/her responsibility as
adopted in the general agreement PACT entered with partners. In
Collaboration with the Sub-Office Coordinator manages project funds,
develops and implements financial controls and monitors all project
related financial transactions and expenditures to assure that the Peace
Building activities are implemented within the approved budget. Ensures
that the Peace Building projects receive the necessary professional,
administrative, financial and other supports for successful
implementation of activities according to approved plans and schedules.
For the peace building projects, submits budgets and financial documents
in accordance to the schedules, formats, annual dates and deadlines as
adopted in the general Agreement Pact Ethiopia entered with partners.
Continuously evaluates the cost efficiency of the Peace Building program
and suggests changes and/or improvements as required. Ensures
monitoring and evaluation system is in place that fulfills demands of
specific projects and wider peace programme.

Responsibility # 3: Staff Management: Provides regular support and
supervision to staff under direct line management. This includes the
formulation of individual work plans (with agreed indicators of
achievement) based on project work plans and/or job descriptions. It
also includes regularly scheduled supervision and performance management
meetings. Builds the technical capacity of the Community Development
Officers and delegates tasks for the efficient performance of
activities. As a key member of the Gambella management committee
participates in the management of sensitive staff issues as and when
deemed necessary.

Job Responsibility # 4: Networking, Representation and Report Writing:
In Collaboration with the Sub-Office Coordinator, establishes and
maintain formal and informal communication mechanisms with government
representatives, community partners and other stakeholders at Regional,
Zonal and Woreda level. Maintains a flow of Peace building project
related information to Sub-Office Coordinator. Oversees developments
across the peace programme in Gambella, including best practice examples
and ensure documentation of experience and lessons learned. Keep
abreast of learning across the wider peace platform in Ethiopia, Sudan
and the wider Region Deliver formal presentations to the counterparts
about program progress, challenges, lessons learned and needed
adjustments in collaboration with the Office Manager. Support the
Sub-Office Coordinator in hosting representatives and visitors to
Gambella from government offices, other public or private bodies as well
as visitors sent through PACT Ethiopia Project Office. Communication
with USAID’s CTO for peace building activities in coordination with the
Office Manager and Democracy, Governance and Peace building Manager.
Represent PACT Ethiopia at internal and external meetings as deemed
necessary.

Job Responsibility # 5: Other Functions: Performs any other related
duties that may be assigned by the immediate supervisor.

QUALIFICATIONS: First Degree or Master’s in Social Sciences or in
related fields. Minimum of five years of relevant experience. Proven
experience in project management. Experience in community facilitation,
conflict resolution, and peace building. Ability to develop and
maintain strong relationships beneficiaries and partners. Ability to
supervise personnel and build and maintain a strong team. Strong
analytical and writing skills. Fluency in written and spoken English.
Excellent communication and interpersonal skills. Ability to perform
and prioritize multiple tasks. Proficiency in word processing and
spreadsheet. Integrity, diversity, excellence, building partnership,
coaching, contributing to team success, leading through vision and
values; negotiating, proactive problem solving, managing performance for
success, facilitating change.

The incumbent is expected to establish and maintain open and cordial
relationship with NGOs, CSOs, GOs and other stakeholders in order to
obtain the required support and collaboration for the smooth
coordination and implementation of the Field Office activities. This
position is located in Field Office.
